A labour inspection rarely comes out of the blue: most often it follows an employee complaint. The employer who wins is the one whose HR paperwork was already in order before the inspector arrived.

Legal basis
Supervision and control over compliance with labour law is exercised under Article 259 of the Labour Code of Ukraine. The liability of legal entities and individual entrepreneurs for breaches of labour law is set out in Article 265. During martial law special rules apply to fines for breaches of labour law.
Legislation and case law are updated over time, and some provisions apply only for the period of martial law. This page reflects the position as of August 2026.
Frequently asked questions
Can a fine be avoided by complying with the notice?
For the period of martial law the law provides special rules: where notices issued following unscheduled inspections are complied with fully and on time, fines may not be applied.
