The war has caused significant losses to people and businesses:

  • destruction or damage to real and personal property

  • seizure of special machinery and equipment and its removal to territory controlled by the occupier

  • economic losses of legal entities and individual entrepreneurs

  • human losses — death or injury of civilians

  • loss of land due to mining and shelling

  • loss of forests, subsoil and water areas

Some compensation mechanisms already operate. For example, under Cabinet of Ministers Resolution No. 1541 of 28 November 2025, businesses can receive partial compensation for the value of property damaged or destroyed by the war on or after 1 January 2026 — provided they joined the Export Credit Agency’s paid programme in advance and the property is located in a high-risk area. Conditions differ between programmes — a lawyer will explain whether your case qualifies.

Funding sources

Compensation programmes will be funded from several sources:

  • The State Budget of Ukraine
  • funds from non-governmental organisations
  • funds from international donors, including the European Union and the United States of America
  • funds of the Russian Federation seized abroad
  • reparations from the Russian Federation

How we help

Legal assistance consists of the following stages:

  1. You contact DSA GROUP and sign a legal services agreement.

  2. A lawyer advises you and agrees with you a plan of action for recording the damage.

  3. Lawyers record the damage with the involvement of representatives of law enforcement agencies, utility services and social security authorities.

  4. Lawyers represent you before the relevant authorities and submit the documents recording the damage.

  5. We submit the decision obtained (a court decision, a decision of an executive body, etc.) for enforcement.

  6. If the competent authority or court decides in your favour, you receive compensation under the relevant programme. The lawyer's fee is set by the agreement.
