Military registration from abroad: consular matters

Under martial law, male citizens of Ukraine aged between 18 and 60 who apply to a diplomatic mission abroad for consular services must produce a military registration document, and the mission checks its validity against the Register. If the document is invalid or the data needs updating, the consular service is refused.

Legal basis

The procedure by which a consular officer of a Ukrainian diplomatic mission abroad checks the validity of military registration documents was approved by Resolution of the Cabinet of Ministers of Ukraine No. 981 of 29 July 2026. It applies to male citizens of Ukraine aged between 18 and 60 applying for consular services under martial law, and does not apply to the issue of an identity certificate for return to Ukraine, to consular services concerning children whose other parent is a foreigner or stateless person, or to applications from persons under arrest, detained or imprisoned abroad. A military registration document in electronic form (including a printout) is submitted together with the other documents; persons registered with the Security Service of Ukraine or an intelligence agency submit that document in paper form. The check is carried out during the personal visit, including through electronic information exchange between the “e-Consul” system and the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists. A person’s rights in relation to the data in the Register, including the right to have inaccurate data corrected, are set out in Article 9 of the Law of Ukraine “On the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists”.

Frequently asked questions

Why did the consulate refuse the service?

Grounds for refusal include receiving data from the Register showing that the military registration document is invalid and/or that personal data has to be updated and, for persons registered with the Security Service or an intelligence agency, failure to submit the document in paper form.

Can I apply again after a refusal?

Yes. The Procedure provides for the right to apply to the diplomatic mission again for the consular service once the grounds for refusal have been removed.

Does this apply to the certificate for return to Ukraine?

No. The Procedure does not apply in that case.

Can data in the Register be corrected from abroad?

The law provides the right to submit a reasoned application to have inaccurate data corrected and to obtain the data held about you, including through the electronic cabinet. We handle that process remotely.
